ACHP - Program Comment on Accessible, Climate-Resilient, and Connected Communities - Comment Deadline

Description

The ACHP has determined that developing this Program Comment requires compliance with Executive Order 13175: Consultation and Coordination With Indian Tribal Governments. Accordingly, we have developed the following Consultation Plan consistent with ACHP’s consultation procedures

Tribal Consultation 

• ACHP will send a consultation invitation via email to Tribal and Native Hawaiian Organization (NHO) leaders containing a draft of the Program Comment, this Consultation Plan, and framing questions. 

• The consultation events will be held virtually via Zoom on September 9 from 4:00-6:00 PM EDT and September 25, 2024, from 4:00-6:00 PM EDT. 

• The ACHP’s presentation may be recorded, but the corresponding discussion will not be. ACHP personnel will take notes during consultation meetings to capture verbal comments. 

• The chat feature will be enabled, and any comments will be captured for the record. 

• The virtual format will allow for participants to view each other; ACHP personnel will be on camera. 

• Written comments can be submitted to program_alternatives@achp.gov through October 9, 2024. 

• Presentation materials will be posted on ACHP website at 

https://www.achp.gov/program_alternatives/program_comment/PCs_2024

ACHP may conduct additional consultation meetings with Tribes and NHOs on a case-by-case basis. 


Post-consultation actions: 

• Following conclusion of the consultation period, the ACHP’s Chair will inform Tribal and NHO leaders of the ACHP’s final action in writing, including sharing copies of the updated or final Program Comment, a summary of comments received, and an explanation of how comments were incorporated. 

• Should consultation result in additional substantive changes to the ACHP’s development or consideration of the Program Comment, the consultation period may be extended, and a summary of comments received, how those comments have been actioned, and an updated draft document will be sent via email and posted on the ACHP’s website. An additional consultation meeting would be conducted to review substantive changes and a corresponding comment period would commence. 

• Copies of consultation summaries and updated policy materials will be posted to the ACHP’s website.
