Triumphal Arch - Comment Deadline

The Advisory Council on Historic Preservation (ACHP) is now accepting public comments following its termination of Section 106 consultation for the National Park Service’s (NPS) Triumphal Arch Project in Washington, DC, and Virginia. 

On September 24, 2026, the ACHP terminated the Section 106 consultation process for the Triumphal Arch Project, which includes construction of a Triumphal Arch within Memorial Circle, associated plaza and landscape improvements, supporting utility and stormwater infrastructure, traffic and pedestrian circulation modifications, security features, lighting, and temporary staging and laydown areas required for construction. The Triumphal Arch would be an approximately 250-foot-tall reinforced concrete structure clad in granite and ornamented by a central winged figure and two eagles, positioned above each leg of the structure. The Triumphal Arch would serve as a monumental architectural feature aligned with the axis between Memorial Avenue and the Arlington Memorial Bridge. The NPS identified 42 historic properties within the Area of Potential Effects that could be adversely affected by the Triumphal Arch, including 6 National Historic Landmarks (NHLs), 8 historic districts, 8 cultural landscapes, and 20 individual or other historic properties. In terminating consultation, the ACHP recognized the public’s significant concerns regarding the adverse effects the undertaking would pose to historic properties. 

In accordance with 36 CFR 800.7(c)(1), the ACHP is requesting comments from consulting parties and the public regarding the undertaking’s effects on historic properties, which will inform the ACHP Vice Chairman’s comments to the Secretary of the Interior. The Secretary of the Interior is required to consider the ACHP’s comments before making a final decision regarding the undertaking. Comments will be accepted until 11:59 p.m. ET on Tuesday, September 29, 2026, and can be submitted to Jaime Loichinger, Director of the Office of Federal Agency Programs, at jloichinger@achp.gov.
