The U.S. Department of Veterans Affairs (VA) is consulting to develop a Nationwide Programmatic Agreement (nPA) for the Major Leasing Program (SHCGP) pursuant to 36 CFR § 800.14(b)(2). The proposed nPA would create efficiencies in consultation for renovation options and standardize the information required from developers to determine the potential for adverse effects to historic properties in Built-to-Suit actions.
VA hosted a series of meetings in October 2024 to listen to comments on the proposal and received several written comments. VA took the guidance and recommendations into account to draft an nPA. The draft was distributed December 2024 / January 2025. VA thanks all stakeholders for their comments on the proposed nPA and the draft text. A summary of all comments received will be posted to the VA Historic Preservation Office webpage listed below prior to the meetings.

VA encourages all who are interested to participate, even if they are not able to attend the session where their organization is an “intended audience.” Registration for the consultation meeting is requested not less than seven (7) days prior to the event.
VA acknowledges that consultation is a two-way, Nation-to-Nation exchange. VA HPO staff will meet with any Tribal or Native Hawaiian leader or their Section 106 contacts that request a private or one-on-one meeting or discussion concerning the proposed nPA. Please schedule via the email below.
