FEMA: 2023 Tribal Nations Training Week

Registration is now open for the 2023 Tribal Nations Training Week, hosted by FEMA’s Center for Domestic Preparedness. The week of resident courses will be conducted March 11-18, 2023, on the center’s campus in Anniston, Alabama.

The theme of 2023 Tribal Nations Training Week -- Healing the Nations. Strong, Unified, Prepared -- was chosen earlier this year by a working group comprised of responders from five tribal nations and representatives from the National Domestic Preparedness Consortium (NPDC) – which includes the CDP – and the Rural Domestic Preparedness Consortium (RDPC).

In addition to a week of resident courses, the CDP will also offer several Virtual Instructor-Led Training courses between March 20 and April 6. The list of those courses and associated registration information will be released at a later date.

CDP training is fully funded for state, local, tribal, and territorial emergency responders, to include roundtrip airfare, meals and lodging.

Resident courses scheduled are:

Emergency Management Framework for Tribal Governments (EMFTG) accompanied by Public Information for All Hazard Incidents (MPIV1). EMFTG is designed to provide tribal emergency management and response personnel with a basic understanding of emergency management principles as well as development and implementation of comprehensive emergency management systems. MPIV1 addresses the responsibilities of the public information officer and the media's role in disseminating public information during emergencies.

Emergency Operations Center Operations and Planning for All-Hazards Events (EOC Opns) with Social Media Tools and Techniques (SMTT), which will be coupled with a series of brief offerings, like Field Medical Tactics during an Emergency Response to an Active Assailant Incident and Special Needs Population Considerations During Emergency Response. EOC Opns trains those who may be assigned to an Emergency Operations Center. SMTT teaches the knowledge and skills to use social media tools and techniques for intermediate-level messaging, strategy and increased situational awareness.

Communicating Effectively in an Emergency (MPIV7) coupled with Community Based Response to All-Hazards Threats in Tribal Communities (CBPTTC) and Intermediate ICS for Expanding Incidents (ICS-300). MPIV7 addresses communicating with the public during emergencies, including mapping critical messages, debunking myths, and the needs of the media. CBPTTC is designed to teach the knowledge, skills and abilities necessary to detect, respond to, manage, and mitigate all-hazard threats using a whole community approach. This course includes a practical exercise designed to meet the needs of tribal communities.

Managing Public Information for All Hazards Incidents (MPI) with Understanding Targeted Cyber Attacks (UTCA). MPI teaches responders about emergency communications methods and message development and delivery, preparing them to serve as public information officers. UTCA is a community-driven course focused on the phases of targeted cyber-attacks and the attacker methods used during each phase. Participants will receive valuable information on cyber-attack prevention, mitigation, and response.

Threat and Hazard Identification and Risk Assessment and Stakeholder Preparedness (THIRA), which will be combined with Business Continuity Planning (BCP) and a series of offerings such as Active Threats on Campuses: Protective Measures and Response and Active Shooter/Assailant: Behavioral Indicators and How to Respond. THIRA trains local emergency responders and stakeholders to generate actionable preparedness data communities can use to support a variety of emergency management efforts. BCP is designed to prepare small and large businesses to effectively plan for emergencies of all types.

Healthcare Leadership for Mass Casualty Incidents (HCL) prepares healthcare leaders to make critical decisions in all-hazards disaster emergency preparedness activities.

Barrier Precautions and Controls for Highly Infectious Disease (HID) provides realistic practical application in the handling and treatment of persons with a highly infectious disease.

Hospital Emergency Response Training for Mass Casualty Incidents (HERT) combined with Isolation and Quarantine for Rural Communities (IQRC). HERT trains healthcare responders to integrate the Hospital Incident Command System into the community emergency response network during mass casualty incidents. IQRC will provide the knowledge necessary to begin planning for situations requiring the isolation and quarantine of a large portion of a local, rural population.

Three courses – HCL, HID and HERT – will culminate in Integrated Capstone Events, also known as ICEs. ICEs promote interdisciplinary responses to mass casualty incidents and challenge responders with a series of scenarios in a day-long practical exercise.
