Attached you will find a letter initiating consultation on a Nationwide Programmatic Agreement to address Section 106 of the National Historic Preservation Act compliance for operations and maintenance of existing federally owned and operated transmission infrastructure. Transmission infrastructure includes transmission lines, substations, and communications facilities. It is important to note that the proposed programmatic agreement would not address construction or licensing of new transmission lines or other related infrastructure. Four federal agencies are engaged in this effort including the Bonneville Power Administration, Western Area Power Administration, Southwestern Power Administration, and the Tennessee Valley Authority. The four agencies are planning to consult first on a draft outline of the programmatic agreement to be followed by another round of consultation on a draft agreement. Four webinars will be held in July to describe the proposed outline and solicit feedback from Tribes prior to a 60 day consultation period on the draft outline.
